Recently, the National Development and Reform Commission issued the Action Plan for promoting the High-quality Construction of National New areas (hereinafter referred to as the "Action Plan"), which defines the key tasks to be promoted in the next three years from the aspects of enhancing the scientific and technological and industrial competitiveness of national new areas. We will further consolidate and stimulate the strong driving force of state-level new areas to take on the role and start a business, enhance the function of early exploration and demonstration, and create an important growth pole that drives the high-quality development of the regional economy.
At present, there are 19 national-level new areas in the country, including Shanghai Pudong, Hebei Xiong'an New Area and Tianjin Binhai, Chongqing Liangjiang, Zhejiang Zhoushan Islands, Lanzhou, Guangzhou Nansha, Shaanxi Xixian, Guizhou Gui'an, Qingdao West Coast, Dalian Jinpu, Sichuan Tianfu, Hunan Xiangjiang, Nanjing Jiangbei, Fuzhou, Yunnan Central, Harbin, Changchun, Jiangxi Ganjiang New Area.
The Action Plan proposes that in terms of consolidating and enhancing the competitive advantages of the new district's 100 billion-level and leading industries, focus on industries with an annual output value of 100 billion yuan or 1-2 leading industries in new districts such as automobiles, new displays, equipment manufacturing, petrochemical chemicals, smart home appliances, and textiles. In the industry, the province (city) where it is located proposes targeted policies and measures to support the implementation of manufacturing technological transformation and upgrading projects, strengthen the guarantee level of resource elements, and attract key links in the industrial chain.
The Action Plan supports the optimization of the layout of key industries in the new area. We will promote the improvement of quality and efficiency of the national demonstration bases for new industrialized industries in the new areas, support areas with conditions to focus on the cultivation of advanced manufacturing clusters in the new areas, encourage the construction of relevant pilot and pilot areas focusing on the advantageous industries of the new areas, and encourage the creation of green factories, supply chains and industrial parks.
The "Action Plan" also proposes to take multiple measures to expand effective demand and deepen reforms in key areas. Among them, in promoting the expansion and quality of characteristic consumption, actively explore the market potential of local characteristic industrial products, standardize the development of online sales, live e-commerce and other new business models, help build a smooth and efficient production and marketing chain, and promote the promotion of product influence.
In terms of cultivating new forms of consumption, support qualified new areas to strengthen the "first store economy" and "first economy" according to local conditions ". Support Shanghai Pudong, Tianjin Binhai, Chongqing Liangjiang, Guangzhou Nansha and other national-level new areas to actively build important bearing places for international consumption centers. In-depth implementation of the "three products" action of increasing varieties, improving quality and creating brands, conforming to the changing trend of consumption concept, exploring and cultivating a number of independent, emerging, high-end and niche brands, and cultivating new consumption growth points such as "tide products" of domestic products.
The Action Plan supports the deepening of reforms in key areas and the implementation of special policies for the introduction of talents. Encourage relevant provinces (cities) to combine the development needs of 100 billion-level industries and leading industries, and give more authority to identify middle and senior professional and technical titles.
